Formed in the aftermath of collapse, the Pan-Atlantic Union (PAU) bound the remnants of the United States, Canada, the United Kingdom, and several Northern European states into a single militarized coalition. What began as emergency coordination quickly evolved into a fortified empire. Member nations retained internal autonomy, but foreign and military affairs are tightly controlled by a centralized command headquartered in Vancouver.
Only the United Kingdom, Australia, and several Northern European states remain, headquartered in Sydney.
PAU citizens are raised in a system of order, security, and civic discipline. Mandatory trades education begins early, with a focus on structural repair and electrical systems. Infrastructure is sacred. Walls must hold, power must flow, and every citizen is expected to serve, repair, and defend.
On the American continent, the infected rarely breached the outer perimeters, but those who wish to cross it face extreme vetting, including biometric scans and mandatory quarantine. They still maintain this in their now European-only membership despite no zombie incursions in their territory.
Though travel across PAU borders is nearly impossible for outsiders, agents and diplomats have been seen at trade events like those once held on Merchant Island. Passports are highly sought after on the black market, and smugglers ferry hopefuls.

With the onset of the mutated zombies, the walls quickly fell despite their sturdiness. It was unavoidable. The European side quickly abandoned the American side due to bureaucratic and intergovernmental failures. This left them further defenseless. Many were left behind from evacuations or lost to the hordes that followed.

Is the PAU authoritarian?
